I am facing technical issues with the OPGO portal. What do I do?
Close the browser then open the portal and try again. You may also try restarting your computer. If the problem persists after multiple attempts, please contact OPG at 1800-111-2222, or email us at [enquiry@publicguardian.gov.sg]. Please take screenshots of the issue encountered and provide as much information as you can over email or the call with OPG.
What is National Digital Identity (NDI)?
The NDI initiative was introduced to provide greater convenience and security for citizens to transact online with the Government and other private service providers. NDI allows for documents to be digitally signed by scanning a QR code using the Singpass application.

How can I digitally sign the LPA with Singpass?
* To digitally sign documents with your Singpass app, follow these steps:
1. Use the ‘Scan’ feature on the app homepage to scan the Singpass QR code\* on the document.
2. Match the reference code displayed on your app screen with that on the document. This ensures you are signing the correct document.
3. Authenticate using your fingerprint, face recognition or 6-digit passcode. You have now successfully signed the document.

*Note: You will be prompted to add a signing certificate if you do not have one, or if your current certificate has expired. Follow the on-screen instructions to complete the one-time set up.
What is MyInfo?
MyInfo is a service that allows Singpass users to manage their personal data and pre-fill forms, with their consent, in digital services transactions. This includes data that is retrieved across participating Government agencies. This means that users need only provide personal data once to the digital service, instead of repeatedly providing data for every online transaction. I am a foreigner with a Foreign Identity Number (FIN). Can I use OPGO?
Yes, foreigners with Singpass can use their FIN to access OPGO.I am a foreigner without a Foreign Identity Number (FIN). I do not have access to Singpass. Can I still use OPGO?
Foreign Donors who are not FIN holders may continue to use the hardcopy LPA form as they are unable to obtain a Singpass account, which is one of the exceptions to online filing. Acceptance of the hardcopy forms are subject to the Public Guardian’s approval.
To request for information on an LPA or a Court Order, or to make CTC applications, you may authorise a representative e.g. a law firm representative to submit the request as an applicant on your behalf. The Donor’s Singpass SMS 2FA is linked to my mobile number using the Multi-User SMS 2FA service. Will the Donor still be able to download the Singpass application and digitally sign on his/her LPA?
The Donor may still onboard the Singpass application by following the steps below: 1.Download Singpass app on smartphone. 2.Key in Singpass User ID and password. 3.Set up Singpass Face Verification (SFV) if prompted on the app. 4.If app does not prompt to set up SFV, or if the Donor does not wish to use SFV, he/she may opt for a PIN mailer. After the Donor has onboarded the Singpass app, he/she may digitally sign on the LPA.How do I update my particulars in OPGO?
For email address and mobile number, you can update directly in your Personal Profile page in OPGO, as both fields are editable.
For the rest of the non-editable fields e.g. registered address, please update your Myinfo data with the respective [source agencies]. Your updated information will be pulled from MyInfo and reflected on the profile page.
I am a foreign Donee without a Foreign Identity Number (FIN). I do not have access to Singpass. How can I view the Donor’s LPA and transact on Donor’s behalf if he/she loses mental capacity?
You may ask your Donor to apply for the CTC of their LPA via OPGO, at a fee of $30.
Alternatively, you may authorise a representative with Singpass to submit a CTC application on your behalf e.g. a law firm representative. Once the application is approved, we will mail the CTC to the address you have indicated in your CTC application. Steps to apply for a CTC can be found on pages 11 – 14 of this [guide].
I do not have a smart device/My phone is unable to install the Singpass app, but I would like to make an LPA. Where can I seek help?
To enjoy the benefit of making an online LPA, we would like to encourage you to approach persons you trust, such as your family members or loved ones, to set up your Singpass app on their spare smart device. Please follow the instructions below to set up your Singpass on the spare device:
1. (If the smart device's Singpass app has an existing Singpass account logged in)
On the Singpass app, press Settings, Reset this app. Follow in-app instructions to reset the app.
2. Set up the Singpass app with your Singpass Account. Enter your Singpass ID and password.
3. For local users with a mobile number registered with Singpass
Enter the SMS One-Time Password sent to your mobile number.
4. You may be prompted to perform a face scan enabled by Singpass Face Verification to authenticate your identity.
5. Follow the in-app instructions to set up your 6-digit app passcode or biometric option.
6. Follow Step 1 to reset the Singpass app after you have completed your LPA-related transactions.
If you are unable to obtain a spare smart device, you may submit a hardcopy LPA via mail or drop off at OPG’s office at 20 Lengkok Bahru #04-02, Family@Enabling Village, Singapore 159053. Please include a cover letter on why a hardcopy LPA is submitted. Hardcopy LPA submission is subject to the Public Guardian's approval.
Why can’t I view my LPA after logging in to OPGO with my Singpass? I have applied for my LPA using my FIN/Passport No. then.
As your LPA is tagged to your FIN/Passport No., it is not reflected in your OPGO dashboard when you log in with Singpass using your new identification type. Please be assured that your LPA remains validly registered.
You may seek the assistance of your Donee who is able to access OPGO via Singpass to download and share a copy of your LPA with you. Steps on how to download an LPA can be found on page 5 of this [guide].
