I am a foreigner without a Foreign Identity Number (FIN). I do not have access to Singpass. Can I still use OPGO?

Foreign Donors who are not FIN holders may continue to use the hardcopy LPA form as they are unable to obtain a Singpass account, which is one of the exceptions to online filing. Acceptance of the hardcopy forms are subject to the Public Guardian’s approval.


To request for information on an LPA or a Court Order, or to make CTC applications, you may authorise a representative e.g. a law firm representative to submit the request as an applicant on your behalf.
