What actions or decisions can a Deputy make?
The type of actions and decisions you can make as a Deputy are specified in your Deputyship appointment court order. You must also refer to the Mental Capacity Act and the Mental Capacity Code of Practice for examples of decisions you may or may not make. You cannot delegate your authority or responsibility to another person.When does a Deputy's appointment end?
1. The Deputy’s appointment will end once the Court makes a further Order discharging the Deputy. 2. The Deputyship will also come to an end if the Person without mental capacity or the Deputy passes away. 3. A Deputy’s appointment will also end if the Person without mental capacity regains mental capacity. An application must be made to Court and the Court makes a further Order discharging the Deputy.What can I do if decisions that I need to make are not covered in the court order?
You can only make decisions based on the powers granted to you in the court order. You may apply to the court for further orders to allow you to make other decisions. Refer to the Family Justice Court website for further information.Can someone else submit the Deputy Report (DR) on my behalf?
Deputies will need to use their own Singpass to submit the DR. It is not advisable to let a third party handle your Singpass account to access OPGO.Where and how do I submit my Deputy report?
After the launch of OPGO, all reports are to be completed online on OPGO.
Login to [OPGO] with your Singpass. On the Overview page, under You as Deputy , you will find your outstanding Deputy Reports (DR). Click ‘Start Now/Resume’ to start or continue working on your report.

With the launch of OPGO, Hardcopy Deputy Reports (DRs) are no longer accepted. Please complete the DR on OPGO instead.

Your Joint Deputy will need to log in to OPGO with his/her Singpass to view or edit the draft DR prepared by you. You may refer to the [OPGO Quick Reference Guides (QRGs)] for step-by-step guidance on how to complete an Early Status Report (ESR) or Deputy Report (DR).
What if there is more than one Deputy who has authority to decide on P's Personal Welfare and/or Property & Affairs?
If 2 or more Deputies have powers to manage P's Personal Welfare and/or P's Property and Affairs, Joint Deputies are advised to discuss and agree on the contents of the Deputy report content before logging into OPGO sequentially to edit/ confirm the content.Can I complete the report partially and submit at a later date?
Yes. As you fill out your report on OPGO, select ‘Save as draft’ at the end of the report sections. You may update your report at any time during the reporting period. Please complete and submit your report before the due date.
OPGO will send you notifications via SMS/ email/ Singpass Push Messages/ OPGO mailbox (where applicable) to remind you of your report due date. However, the duty to monitor the timelines and submit the report before the due date falls on you.
Can I submit my Deputy report (DR) using my mobile phone or tablet?
Yes, you can use your mobile phone or tablet to complete and submit your DR.How do I to file my expenses for P on OPGO?
Use the Finance Tracker tab in OPGO to keep regular records of monies received and monies spent on behalf of P during the reporting period. The Deputy needs to provide simple descriptions of each transaction and upload supporting documents. Deputies can choose one of the following methods to provide supporting documents for the transactions OPGO: * Take a picture of the receipt and upload individual receipts as and when expenses are incurred; fill in details of the transaction when prompted * Collate the transactions (including receipts) into a Word or Excel document and upload in bulk regularly (e.g. at the end of the month)How do I keep records / supporting documents for expenses on behalf of Person who has lost mental capacity ("P")?
It is a good practice to keep records of important decisions you have made as a Deputy. As a Deputy, you can use the Finance Tracker feature in OPGO to keep regular records of monies received and monies spent on behalf of P during the reporting period.Is there a size limit for supporting documents uploaded onto OPGO?
For every section that requires supporting documents, there is a limit of 5 files, 10 MB per file.Can I make changes to the Early Status Report (ESR)/ Deputy report (DR) after I submit it to OPG?
Once you have submitted the ESR/DR, you will not be able to edit the report until OPG reviews it. After OPG’s review, OPGO will send you notifications when your ESR/DR is accepted by OPG or if it requires revisions. Should revisions be required, you may login to OPGO and make edits to your ESR/DR.
As a best practice when you complete the ESR/DR on OPGO, make sure to verify that all information in your ESR/DR is accurate before you complete the section.
If there are multiple Deputies, make sure to discuss and agree on the contents of the report with your Joint Deputy before completing the report sections. Select ‘Save as draft’ instead of ‘Confirm & Continue’ or ‘Share’ if you are unsure of the content and need to verify with your Joint Deputy.
