Captive balloons that are usually helium-filled and measure up to 3 meters in any linear dimension may pose a threat to aircraft safety. Although anchored to stationary points, if released, these balloons may drift to heights that could affect aircraft operations.
As such, hoisting of captive balloons is allowed subject to the following restrictions:

Up to 290 feet
Above 290 feet
Within 1km of the flight funnels* of an airport or an airbase
