How can I ensure that a captive balloon does not pose a threat to aircraft safety?

A captive balloon has to be securely anchored to a stationary point. The captive balloon that has been hoisted must be fitted with a mechanism which destroys the balloon if it breaks free or it must be attended to at all times.
