Though it is possible for a HQ User to also be a Centre User, but there is generally not a need to assign a centre user role to the HQ User. This is because HQ Users can already view the information of all the centres tagged to HQ. In addition, a person can hold both HQ and centre user role, if the UEN of the centre user happens to be a different UEN from the HQ UEN.Can the user and administrator be the same person?

Presently, CMS requires all centres to perform the System Access Review (SAR). It is a monthly review of all user’s account in CMS. All centres will need to submit the SAR monthly to ensure that only authorised users have access to CMS. If there is no verification submitted for 2 consecutive months, all the accounts under the centre/HQ/POP will be inactivated. Centre Admin/HQ Admin can only be appointed by the Centre Key Appointment Holder (KAH). To appoint an administrator, the KAH will need to go via [https://go.gov.sg/cmsform] and log in with CorpPass to complete the creation or revocation form.

In the event that a staff resigns and joins another company, will he/she sees information of both centres if I do not revoke his/her access to CMS?
Yes, the centre bears the responsibility of promptly revoking access to CMS for any staff who leaves the centre. To ensure a seamless process, it is advisable for centres to designate at least two HQ/centre administrators, allowing either administrator to carry out the access revocation timely, when needed.My centre already has HQ account in ONE@ECDA. Centres with existing HQ access in ONE@ECDA will have access to HQ function in CMS upon rollout. Essentially, HQ function serves different purposes across both systems. What is the criteria to apply for HQ access/account in CMS?
In order for centres to form a HQ, there should be at least 2 centres. And the user with the Centre Admin role from either one of the centre will be able to initiate the application for HQ in CMS.
