Can the HQ admin/user be a centre admin/centre user too?

Though it is possible for a HQ User to also be a Centre User, but there is generally not a need to assign a centre user role to the HQ User. This is because HQ Users can already view the information of all the centres tagged to HQ.  In addition, a person can hold both HQ and centre user role, if the UEN of the centre user happens to be a different UEN from the HQ UEN.
