Since your Singapore passport number has changed, you need to apply for a new ABTC under the category of "replacement due to change of particulars". You should submit an application to replace your ABTC only after you have collected your new passport. If you have replaced your passport while having an on-going application for your ABTC, you should withdraw your current application and submit a new one. You can withdraw your application by emailing to ICA_ABTC@ica.gov.sg. No refund will be given for the withdrawn application.
What is the difference between the interim and the final APEC Business Travel Card (ABTC)?
The interim card for APEC Business Travel Card (ABTC) will bear fewer economy codes compared to the final card as not all economies would have granted clearance when the interim card is issued. Your entry to the economies (not listed in the interim card) will be subject to their prevailing requirements, which may include the application for an entry visa. The interim card will also have a different document number from the final card.The conditions of use of the interim card is no different from the final card i.e.:
- Cardholders are required to carry a valid passport that tallies with the passport details listed on the card;
- It remains the right of each economy to determine who may travel to, enter and remain in that economy even after a person has been issued with the ABTC. Normal immigration, customs and entry conditions otherwise apply during a visit to a participating economy.
Will my current ABTC card be affected due to the change in the validity of passport?
The validity of the ABTC is five years or up to the validity of the passport, whichever is shorter. However, if your Singapore passport number has changed, you need to apply for a new ABTC under the category of 'replacement due to change of particulars'. You should submit an application only after you have collected your new passport.

When will I receive my ABTC?
If your application is approved, an ABTC will be issued four months after the date of your application. If this ABTC does not have all foreign APEC economies’ approvals, we will issue the final card to you nine months after your application, excluding any pending approvals.Please note that foreign APEC economies are unlikely to process your application beyond the nine-month mark.Can I change the photo after submitting the APEC Business Travel Card (ABTC) application online?
