The Muis Special Needs Trust Scheme is a joint partnership between Majlis Ugama Islam Singapura (Muis) and the Special Needs Trust Company (SNTC) that aims to provide financial support for families having persons with special needs (PSN).
Through this scheme, eligible families with PSNs will receive support to set up a trust with SNTC, thus safeguarding the well-being and long term needs of their loved ones when there is no longer a caregiver for them. Applications for this scheme is open until 31 December 2025.
SNTC is a Singaporean non-profit trust company with Institution of Public Character (IPC) status, supported by the Ministry of Social and Family Development (MSF). Through the trust, the monies for the PSN will be protected and the trustee will manage the monies to provide for their living needs.
Quantum of Assistance:
Muis will sponsor up to S$10,000 per PSN to set up an SNTC trust account, of which S$5,000 will cover the initial capital to set up the trust, and the balance amount of up to S$5,000 will be disbursed subsequently on a matching contribution basis.
Instruments to Contribute Funds into Trust Account:
To support the trust beyond the initial cash injection, various wealth planning tools can be used to contribute funds into the trust including CPF nomination, Insurance nomination and Wasiat.

There are no costs involved when drafting an ACP. However, you will have to make an appointment with an ACP facilitator so that they can answer questions you may have and submit your ACP form to National Electronic Healthcare Record (NEHR). There will be fees involved in that session. You may check with the various ACP facilitators on information about the cost.
For ACP, you will need to appoint up to 2 Nominated Healthcare Spokesperson (NHS). Your NHS should be 21 years of age or older. They could be:
• your husband, wife or partner
• a family member or relative
• a friend
In the event that you're unable to communicate, the medical team will consult your nominated healthcare spokespersons. They may be asked to represent your care preferences and speak on your behalf.
Please bring along the following particulars of your NHS:
• Full name
• NRIC or FIN
• Local mobile number
• Email address (optional)
You may seek help from ServiceSG centres to kickstart your journey for ACP. Staff will help to prepare an ACP draft online by asking you a few questions.
In 1994, the Fatwa Committee decided that Muslims are allowed to draw up an Advanced Medical Directive (AMD). This is a legal document that a person signs in advance to inform the doctor that he does not want any extraordinary life-sustaining treatment to be used to prolong his life, in the event that he becomes terminally ill. The fatwa decided that those who refuse the treatment can be assumed to opt for patience and to do away with extraordinary interventions as he and believes that there is a prescribed time for every person to die.
Advance Care Planning (ACP), is the process of planning for future health and personal care. It includes discussing one’s personal beliefs and goals for care with their loved ones and healthcare providers. In this case, the Office of the Mufti is of the view that Islam allows a person to draw up the ACP in determining the care preferences and treatment options.
