You could be a potential Wakif through planned giving; by writing a will (wasiat) to bequeath your asset i.e.from the sale of your HDB flat after your demise.

However, if you have inheritor(s) or heir(s) to your assets, only up to 1/3 of your asset(s) are allowed to be bequeathed as a contribution. This is in accordance to the Islamic ruling of Faraidh.

Literally Wakaf means to stop, contain or to preserve. In shariah, a Wakaf (plural: awqaf) is a sadaqah jariyyah (recurring / ongoing charity), a voluntary charitable endowment, from one's personal belongings or wealth in the form of cash / property for shariah compliant causes.

Its purposes must be:

2. Religious

3. Charitable

Once it is dedicated as a Wakaf, the ownership of the asset is transferred to Allah S.W.T. allowing a perpetual use for charity.

Two Wakaf options for community contributions are:

WMS aims to make wakaf viable for the community and provide long-term funding and support in areas not covered by existing community funds.

Wakaf Ilmu: An Islamic community fund that supports Islamic education in Singapore. Contributions are pooled and invested in shariah-compliant instruments and properties. The revenue is distributed by Muis to various madrasahs for learning and development programmes, teacher developments, expenses, and reserve funds.

While wakaf was traditionally established in the form of land, properties and other types of immovable assets, there are no objections from the Islamic law perspective against establishing wakaf in movable liquid assets, e.g., cash form.

Your wakaf is valid when you:

• State your intention to wakaf

• Make your wakaf eternal and not for a limited period only

• Accept your wakaf is irreversible, meaning that you cannot ask for its ownership back

For insurance nominations, as it is a form of hibah, there is no limit to how much you can allocate to WMS.

a. Institutional Support

Muis has the capacity to sustain long-term and large-scale initiatives of managing Wakaf properties and other community funds since its inception in 1968. It is guided by professional and community leaders in the Muis council and has established entities (including subsidiaries) to look after community assets such as Warees Investments Pte Ltd and Mosque-Madrasah-Wakaf Shared Services.

As a community fund administered by Muis with support from community partners and experts, WMS will be governed and sustained with care and amanah, transparently and competently.

b. Government Support

As reported in the Monetary Authority of Singapore's (MAS) Financial Services Industry Transformation Map 2025, Singapore is positioned to become Asia's Centre for Philanthropy. One of MAS’ strategies is to “enhance asset classes” and “build[ing] impact monitoring solutions, philanthropy advisory competencies, and innovative philanthropy models”. WMS is set to survive, grow and thrive in a framework rich with resources, best practices and talent.

c. Community Support

As a community that is proud of its heritage of being self-reliant, support and buy-ins from Singapore Muslim community is crucial. WMS seeks the community’s continuous support, compassion and foresight to contribute to the development, growth, and perpetuity of the Islamic community and institutions.

Existing community funds and -hoc donations are useful for short-term needs in funding mosques' and madrasahs' operational costs, traditional giving or ad-hoc donations are insufficient to sustain institutions on a long-term basis.

At the height of the pandemic, mosques and madrasah were greatly affected due to the lack of a diversified fund collection system. For both mosques and madrasah, their main source of funding were physical public donations. Thus, they were unable to maintain collections during the pandemic.

Current structured funds such as, Mosque Building and Mendaki Fund (MBMF), are meant only for the building of new mosques and infrastructure upgrading of existing mosques; whereas Zakat has to be disbursed to the 8 Asnaf (Zakat beneficiaries as specified in the Quran). Other funds such as OurMasjid.SG and OurMadrasah.SG complements physical ad-hoc donations to support the daily operations of our institutions.

Thus, this necessitates a funding system that is sustainable and resilient so that regardless of any crises, our mosques and madrasah can survive, our Asatizah can continue to be upgraded to better guide our community, and the critical and emerging needs of our people can continue to be taken care of. WMS will serve this role to support our current and future generations.

WMS is an Islamic endowment fund created to sustainbly support the needs of the Singapore Muslim Community.

The beneficiaries of WMS are as follows,

a. Sustaining our Religious Institutions (More than $20 M)

Need for land lease renewals for mosques & madrasahs in the next 30 years.

Our mosques and madrasah currently lack sustainable long-term funding. In the next 30 years, many of them will face multiple, back-to-back land lease renewals estimated to cost more than $20 million. WMS will support theirlarge capital expenditures including land lease renewals, redevelopment and upgrading.

b. Developing our Asatizah (more than $250 M)

Needed to fund upcoming Singapore Islamic College & Asatizah sector development to remain relevant to contemporary needs

WMS will support the Committee of Future Asatizah’s (COFA) e_orts to develop, strengthen and professionalise our local Asatizah sector. More than $250 million will be needed in the next 30-50 years to fund the Singapore Islamic College and develop the sector to ensure that it remains relevant to contemporary needs, fulfil the aspirations of current and aspiring Islamic studies graduates, and nurture competent religious leaders.

c. Empowering our Community (More than $17 M)

Needed to support our community, particularly the vulnerable groups, in response to unexpected crises such as economic recession

The COVID-19 pandemic has highlighted the importance of dedicated community programmes to uplift individuals and families, particularly vulnerable groups, in response to unexpected crises. WMS will act as a reserve fund to support the community in times of need and provide long-term sustainable funding for regular socio-religious programmes.

WMS was created to financially support the future needs of socio-religious institutions (e.g., mosques

and madrasah), Asatizah development and community empowerment initiatives.

With rising challenges faced by the community in recent years, there is a dire need to plan for the future.

WMS seeks to provide a long-term sustainable source of funding for our community and institutions and

alleviate critical and emerging funding needs in areas not supported by any structured funds such as Mosque Building and Mendaki Fund (MBMF) and Zakat.

WMS aims to increase the value of the community's assets by maximising its income.
