No, a guarantor is not required for students who are Singapore Citizens or Singapore Permanent Residents. The student, as the beneficiary of using their own or another member's CPF savings for their education, is responsible for the repayment of the savings used. However, the Board reserves the right to request a guarantor or other forms of guarantee on a case-by-case basis.
For students who are already under the scheme but subsequently renounced their Singapore citizenship or Permanent Resident status, they will need to provide a guarantor for their applications as a foreigner. In the event of death or bankruptcy of the guarantor, or if the guarantor is physically or mentally incapacitated from continuing in any employment, the member whose CPF savings have been used or the foreign student will need to notify the Board in writing and provide a new guarantor.
For foreign divorce court orders, please note that the court order will only have effect in Singapore if it is recognised in Singapore either through legislation in Singapore or by Singapore Courts (which would require an application to the Singapore Courts). The Board will not be bound by orders made by foreign courts.

As the Board identifies CPF members by their CPF account numbers, we would not be able to verify the parties’ identities based on the passport number or driving license number or any other identities which are not their CPF account numbers, that was indicated in the court order. As such, we would require documents that can allow us to link to the identification numbers of the parties stated in the court orders. Alternatively, the parties may amend the court orders to reflect the parties’ Singapore NRIC number.

Yes, your conveyancing lawyer will need to submit the relevant applications at our Housing Business Partner Portal, even if full refunds are to be made to the outgoing owner’s CPF account based on your court order.

Please submit the court order to the Board if the CPF-related orders pertain to the following:
1. Transfer of property with zero or partial CPF refunds to the outgoing owner; or
2. Division of other (i.e. non-property) CPF-related matrimonial assets such as transfer of CPF savings from Member A to Member B or payment (charging) of Member A’s CPF savings to Member B; or
3. Division of property (with full, partial or zero CPF refunds) and other (i.e. non-property) CPF assets.

If the only CPF-related orders in your court order pertains to dividing the matrimonial property with full CPF refunds to be made to the outgoing owner's CPF account, there is no need to submit the court order to the Board. Please refer to the following property transactions that may meet this criterion:
1. Transfer

3. Part-share sale
4. Surrender
5. Removal of occupier’s name
6. Cancellation of purchase
If the property is currently owned by one party and it is to be retained in the current owner’s sole name (i.e. there is no outgoing owner), there is also no need to submit the court order to the Board as CPF refunds are not applicable.
The enhanced process facilitates the completion of housing transactions, especially those that need to be completed within a certain timeframe as stated in the court order. By removing the requirement to submit such court orders, the parties can complete the transaction without the need to wait for the Board's reply on the court order.

Upon receipt of your court order, the Board will generally take two to three weeks to give effect to the court order. As court orders differ in complexity, the CPF Board will need to review the relevant orders and will keep the lawyers and parties informed on the progress of the matter.

While CPF savings may be considered as matrimonial assets and a share may be given to your ex-spouse, there is nothing in the laws that give your ex-spouse an automatic entitlement. It is up to the Court to decide whether your ex-spouse is entitled to any part of your CPF savings, taking into account the matters set out in section 112 of the Women's Charter / section 52(3)(d) of the Administration of Muslim Law Act. In the absence of the above information, the CPF Board may not be able to comply with the provisions of the court order.
It is important to note that the use of CPF assets must be for the purpose of a division of matrimonial assets, and not for settling maintenance or personal claims or debts.
You are obliged to comply with the court order and shall not withdraw or transfer or attempt to withdraw or transfer any amount that your ex-spouse is entitled to under the court order.
In the event of a transfer or payment of CPF savings upon the making of housing refunds pursuant to a disposal of the property, loans or grants taken by you which are repayable or refundable to the Government must be repaid or refunded first before the transfer or payment of CPF savings can take place. Grants include housing grants from Housing and Development Board (HDB) and Home Ownership Plus Education (HOPE) grant from the Ministry of Social and Family Development
Keep in mind that transferring or paying CPF savings to your ex-spouse might impact your participation in CPF schemes. If necessary, consider making alternative financial arrangements.
