As your Special Account savings are meant for retirement, only your Ordinary Account savings can be used for housing payments such as mortgage payments, down payments, and monthly instalments.
Your CPF savings can be used to pay the stamp duty and survey fees. However, monthly service and conservancy charges, along with other charges related to the use of the property, including taxes, cannot be paid with your CPF savings.
As stamp duty is payable within 14 days from the date of the sale and purchase agreement or the date of acceptance of the option to purchase, you may need to use cash to pay the stamp duty first. Subsequently, you can apply for a one-time reimbursement from your CPF account together with your application to use your CPF savings to buy a property.*
Keep in mind that if the developer of your property has already paid the stamp duty, you cannot seek reimbursement of the stamp duty from your CPF savings.
*If you are taking an HDB loan, it is important to check with HDB on your eligibility to apply for a one-time reimbursement of stamp duty from your CPF account.
If you are selling your property, you will need to refund the CPF principal amount withdrawn plus the accrued interest ("P+I").
If you have reached 55 and have pledged the property to make up your retirement sum, you will need to refund the pledged amount on top of the P+I. The amount refunded will be used to top up your Retirement Account, up to your Full Retirement Sum. After this, any balance housing refunds will be paid to you in cash.
If the selling price (including the option monies) after paying the outstanding housing loan is not enough to fully refund your required CPF refund, you do not need to top up the shortfall in cash, provided that the property is sold at market value. However, the option monies (e.g. option fee and option exercise fee) received from your buyer in cash upon the sale of your property are considered part of the selling price and need to be refunded to your co-owner's and your CPF accounts before the transaction can be completed.
The refunded amount will be returned to your co-owner's and your CPF accounts in the following proportions:

If you are transferring or selling your share of the property to another party, you will need to refund the CPF principal amount withdrawn plus the accrued interest ("P+I").

You will get a full premium refund to your Ordinary Account (OA) if the termination application is received within one month from the issuance of your Home Protection Scheme (HPS) cover. Otherwise, any unused premium will be refunded back to your OA upon the termination of your HPS cover.
The monthly servicing of your housing loan instalments via CPF savings (if any) will cease upon the termination of your HPS cover.
For member's convenience, CPF Board has developed a one-stop application form for you to apply for Home Protection Scheme (HPS) and Dependants' Protection Scheme (DPS) benefits and withdraw your CPF savings, if applicable.

After CPF Board receives the completed medical certification and employment information (for HPS claim, if required), you will receive an email or SMS notifying you that the application is in progress. CPF Board will notify you on the outcome of your withdrawal application and HPS claim while Great Eastern Life will notify you separately on your DPS claim outcome.

If you are mailing your documents from overseas, all documents (except for original documents) must be witnessed/certified true by an official of a Singapore Overseas Mission with his official seal/stamp duly affixed.

To check the status of your Home Protection Scheme claim application on terminal illness or total permanent disability, you can login to CPF website, click on ‘my CPF’, followed by ‘My Activities’.
If you already have a medical report on hand, you can submit it to CPF Board through the link which will be provided after you submit an online claim form. We will assess whether the report you have provided is sufficient to assess your Home Protection Scheme claim and inform you accordingly.
Yes, for claims under Home Protection Scheme, you are required to inform your employer to fill in this form as we require your employment information. The employment information will allow CPFB to accurately determine your claim event date and amount of claim benefits. Your employer would require a Corppass to login.
Both your doctor and employer are required to submit the completed medical certification form and your employment information respectively to CPF Board within 90 days of your Home Protection Scheme claim application.
Please note that your application will be cancelled if we do not receive the supporting documents by the given deadline.
As an appointed donee / deputy for your next-of-kin, you can claim his insurance benefits and withdraw CPF savings due to Reduced Life Expectancy by completing this form and submitting the required documents as listed in the form. The form will allow you to concurrently apply for both Home Protection Scheme (HPS) and Dependants’ Protection Scheme (DPS) benefits, as well as withdrawal of CPF savings.
Upon receipt of the completed form and supporting document(s), CPF Board and Great Eastern Life (for DPS) will review the application and follow up with you.

You may re-apply for a Home Protection Scheme (HPS) cover online, using your Singpass, if your previous HPS cover has ceased and you are the owner of an HDB flat with an outstanding housing loan. Your eligibility for HPS coverage is subject to approval and your current health condition.
When you have renounced your Singapore Citizenship or Permanent Residency, your Home Protection Scheme (HPS) cover will cease upon the sale of your HDB flat or at the end of the current HPS policy year, whichever is earlier. There will be no further renewal of your HPS cover, even if you are in the process of selling your HDB flat, as the scheme is only applicable to Singapore Citizens and Permanent Residents.
