What is the benchmark used to determine political salaries?
Under the current framework, the salary of an entry-level Minister (i.e., job grade MR4) is benchmarked to the median income of the top 1,000 Singapore Citizen income earners in 2012, with a 40 per cent discount to reflect the ethos of political service.
The salary levels of other political appointment holders are determined based on their salary ratios to MR4, and reflects their roles and responsibilities.
The salary structure for the Prime Minister and political appointment holders is set out in a White Paper on “Salaries for a Capable and Committed Government” tabled in Parliament. The political salaries framework covers the salaries of the President, Prime Minister, Speaker of Parliament, Deputy Speaker of Parliament, political appointment holders, Members of Parliament (MPs), Non-Constituency MPs (NCMPs) and Nominated MPs (NMPs).

The political salaries framework and salaries have not been adjusted since they were in effect in 2011. While a review of political salaries was to be conducted approximately every five years, the Government decided not to adjust political salaries in 2017, and also deferred the scheduled review in 2023, given the uncertain external environment, and the downside risks in the global economy at that time.
