What does the political salary framework consist of?
The current framework for political salaries is set out in a White Paper on “Salaries for a Capable and Committed Government”, which was tabled in Parliament in 2012.
In 2026, the Review Committee reaffirmed that the current political salary framework and its three key principles of the current framework core principles remain relevant.
Under the framework, the MR4 reference annual salary is benchmarked to the median annual income of the top 1,000 Singaporean earners, with a 40% discount to reflect the ethos of political service.
The reference annual salary of Ministers is an all-in amount made of up 65% fixed pay and 35% variable pay components. The variable components are tied to individual performance and national outcomes.
The annual salary package for a Minister is as follows:
Fixed components (65% of annual pay)
Monthly pay
13th month
Variable components (35% of annual pay)
Annual Variable Component (typically 1 month)
Individual Performance Bonus (typically 3 months for good performance)
National Bonus (typically 3 months if targets are met)
The National Bonus is determined by 4 national socioeconomic indicators, with each accounting for 25% of the quantum. The total quantum is capped at 6 months.
The Prime Minister assesses each political appointment holder’s Performance Bonus based on how he or she has discharged the responsibilities of office.
