The qualities and abilities of the top 1,000 Singaporean income earners reflect the desired calibre of the people whom Singapore needs for good government.

The median income of this group was chosen for the benchmark so that it is not distorted by outliers. This means that a single person earning an extraordinarily high income at the very top will not skew the reference salary.

The benchmark that was established in 2012, was re-affirmed by an independent review committees convened in 2017 and 2026.
