What existing levers does MSF have over unlicensed SRHs today?

Where an offence has been committed, the SRH will be taken to task under other existing legislation, such as the Penal Code. Additionally, some unlicensed SRHs (like Transitional and Crisis shelters) are funded by MSF. These funded SRHs are expected to fulfil a prescribed set of requirements and Key Performance Indicators (KPIs) under the service model. If these requirements are breached, MSF may take the SRH to task by withholding or reclaiming funding.
