What existing levers does MSF have over unlicensed and/or unfunded SRHs today?
Unfunded SRHs that are licensed under SRHA are subject to the regulatory requirements, and penalties as prescribed in the Act.
Unlicensed shelters which are funded by MSF (like Transitional and Crisis shelters) are expected to fulfil a prescribed set of requirements and Key Performance Indicators (KPIs) under the service model.
For unfunded and unlicensed SRHs, penalties under other legislation, such as the Penal Code, will apply if an egregious breach or offence is committed.
