I have been notified by my Declaring Agent of my unapproved permit application due to an invalid importer/exporter UEN. How should I resolve this?

Declaring Agent is the licensee of the warehouse. Declarant tried to apply INP-APS permit to move goods from Free Trade Zone to their licensed premises but encountered rejection, "YOU ARE NOT AN AUTHORISED DECLARING AGENT". Why?
