Under the political salary framework, the MR4 reference annual salary is an all-in sum which is currently at $1.1 million based on 12-month salary, 13th month, an Annual Variable Component (typically 1 month), a norm of 3 months’ Performance Bonus and norm of 3 months’ National Bonus.

This means about 65% of the MR4 reference salary (i.e., 13 months or $780,000) is fixed. The remaining is variable and depends on individual performance and national outcomes such as whether targets for jobs, real income growth of the median and lower-income Singaporeans, and economic growth are met. The actual salary received would be lower if performance is poor, e.g. if National Bonus targets are not met.

All current Political Appointment Holders will receive a one-off adjustment of up to 9% from 15 October 2026, depending on individual circumstances, including performance. This means that if an MR4 Minister is currently at the MR4 reference (midpoint) annual salary of $1.1 million, his annual salary may increase to $1.2 million if he receives the maximum 9% adjustment.

The Prime Minister has said in Parliament that by the end of the current term of Government, he expects most Ministers at MR4 to be around the lower end of the new range. Using the same example above, it means the MR4 Minister could see a gradual increase in salary from $1.2 million to about $1.35 million in 3-4 years’ time.
