What documents are required to register for a Muslim marriage with ROMM?

For marriage application between Singaporean/Permanent Resident and a foreigner (current or former work permit holder (including Training Work Permit Holder)

You may refer to our website at OMJ | Make a declaration with ROMM (under the header: Preparation checklist for in-person declaration) for the documents. All documents must be originals or certified true copies including your identity documents and any documents issued in a foreign country. Any documents in a foreign language (i.e. not in English or Malay) must be translated to English by a certified translator before you submit them.


ROMM would require the following additional documents if you or your spouse-to-be is not a Singapore Citizen or Singapore Permanent Resident (SPR):

  • Letter to confirm marital status from the authority in the country of origin, if single (not more than 90 days from date of issuance).

  • Letter of approval from Work Permit Office, Ministry of Manpower (MOM), if your spouse-to-be is a work permit or ex-work permit holder (including Training Work Permit Holder).

  • Letter of recommendation issued by the respective local registries of marriages/Islamic bodies for Malaysian, Indonesian and Bruneian citizens (not more than 90 days from date of solemnisation).
