Before the new fatwa position, if someone delays paying fidyah for missed fasts for the whole Ramadan, the amount compounds annually. For example, someone who hasn't paid fidyah since 1996 would owe $18,270 under the compounding system, versus $1,218 without compounding. 

This fatwa review is necessary because there are situations where some (i) do not know about the obligation to pay fidyah, (ii) do not know about the religious prohibition against delaying qadha’ fasts, or (iii) forget to pay it. The Syariah accepts these circumstances as exemptions from compounded fidyah payment.

Removing compounding will make these obligations more manageable for those who have accumulated significant amounts over the years, encouraging compliance rather than creating insurmountable debt. This is in line with Islamic principles such as ease (taysir) and removing excessive difficulties (raf’ al-haraj).
