How do I know if I am required to apply for a SRHA licence?
You are required to obtain a SRHA licence before commencing operations, if you intend to operate a licensable SRH, which is defined in the First Schedule to the Act. This includes, but is not limited to, the following SRHs overseen by MSF: (i) Children’s Homes, (ii) Children Disability Homes, (iii) Welfare Homes, (iv) Sheltered Homes, (v) Adult Disability Homes, and (vi) Adult Disability Hostels.
If you operate a similar residential facility or service that houses any of the following groups, and is not a healthcare premise, you may also require a SRHA licence:
Children, who are 21 years of age or younger
Elderly persons, who are 60 years of age or older
Persons with disabilities
Destitute persons
You may refer to the Classes of Licence section on the SRHA microsite for more details on the types of SRHA licences. Please note that unauthorised operation of a licensable SRH is an offence and may result in criminal penalties under the SRHA.
For first-time applicants, or if you are unsure whether you require a SRHA licence, please write in to MSF at MSF_RPL@msf.gov.sgbefore submitting an application on GoBusiness. If you have further clarifications, you may also reach out to MSF with the relevant details, so that we can better advise you on whether your facility would be caught under the licensing scope of SRHA.
