Why must the first 8 weeks of Adoption Leave for Mothers (AL) be taken in a continuous block, even for non-continuous leave type?

Adoption Leave for Mothers (AL) provisions draw reference from Government-Paid Maternity Leave (GPML), as the broad intent is similar – to support mothers in caring for and bonding with their infants. As with GPML, the first 8 weeks of AL must be taken continuously in a block. This supports mothers in the initial weeks after the infant's birth/adoption, when the infant is likely to need more care.
