Can I adopt a child who is residing overseas?

Yes, upon getting a favourable Adoption Suitability Assessment (ASA), you may proceed to apply for a Dependant’s Pass (DP) BEFORE bringing the child to Singapore. The child has to reside in Singapore during the period of the adoption application.
To be eligible for adoption, a child must be:
o below 21 years old;
o never been married; and
o is a Singapore citizen, Singapore Permanent Resident, or a Dependant’s Pass holder.
A child is not eligible to be adopted if the child is in Singapore on a Visit Pass, Student’s Pass, or Special Pass.
[This only applies to non-Indian and non-PRC children. Refer to “Adoption of children from India” and “Adoption of children from the People’s Republic of China (PRC)” for the adoption of children from the respective countries.]
