Will Permanent Residents (PRs)/ foreigners be allowed to adopt in Singapore?

For joint applicants, under the ACA 2022, only Singapore Citizen (SC) – spouse, or Permanent Resident (PR) – PR can adopt. For sole applicant, only SC or PR can adopt.


We strongly encourage PRs to commence adoption proceedings in their home country if they wish to adopt a foreign child.


Non-Singapore citizens (PRs, or foreigners adopting with Singaporean spouses) who wish to adopt will need to ensure the following:

(a) The Singapore Adoption Order (if issued) is recognised and accepted in their home country;

(b) the legal requirements for adoption in their home country are met before applying to adopt in Singapore; and

(c) the adopted child will be granted permanent stay in their home country.
