Can the Start-Up Grant (SUG) deposit be released to the Student Care Centre (SCC) if the SCC terminates/suspends the child?

The Start-Up Grant (SUG) is for eligible families to offset the initial costs of enrolling their children in Student Care Centres (SCC). Children who are receiving SCFA for the first time and have not received start-up expenses will be eligible to apply for SUG, which includes the deposit (equivalent to one month’s fee).


The SUG deposit is meant to help the SCC cover the parent's co-payment amount in cases where the parent withdraws the child without providing at least one month's notice. Therefore, the SUG deposit will not be released to the SCC if the child has been attending the Centre regularly but the SCC wishes to terminate the child's enrolment due to other reasons. 


However, if the SCC is unable to contact the parents for over a month and the child's attendance is irregular, the Centre may terminate the child's enrolment and claim the SUG deposit from MSF. Centre should keep a record of the number of attempts (phone calls/ emails/ letters) made to contact the parent and provide MSF with the records during the submission of withdrawal.
