Yes, the Donor needs to visit a Certificate Issuer in-person to certify the LPA. In-person attendance before the Certificate Issuer remains a safeguard in ensuring that the Donor understands the purpose of the LPA and the scope of the authority conferred on Donee(s), there is no fraud or undue pressure used to induce the Donor to make the LPA, and there is nothing else that will prevent the LPA from being created.
