Can I certify an LPA for a Donor overseas?

The Certificate Issuer (CI) is required to declare that the Donor has appeared before him in-person in Singapore, in the Statement By Certificate Issuer before certifying the LPA. Donors who draft their LPA application overseas will still need to return to Singapore for the LPA certification in order to complete the registration process.
