This is for the purpose of assessment by the Committee of Assessors under the Third Party regime. The TPEO/TPVL is a social safeguard in place with the aim of preventing a person from becoming financially distressed due to gambling as a result of his visits to the casinos.

If a person is assessed to be financially vulnerable or distressed, the Committee may impose an exclusion order or visit limit to prevent further financial harm. Under Section 165 of the Casino Control Act, any Singapore Citizen or Permanent Resident who visits the casinos may receive this letter.
