Grantmakers who meet the following criteria may qualify for the lighter-touch regime:

• The grantmaker must be a non-profit and a non-governmental organisation;

• The grantmaker has its source of funds, from an individual, family or institution (whether corporate or not);

• The grantmaker must be established to aid exclusively charitable purposes through the provision of grants;

• The grantmaker must not be a registered Institution of a Public Character (IPC).
