What if I fail to file Form HC1?

The party who does not file Form HC1 may be treated as not desiring to be heard. The Registrar may proceed with hearing in the absence of that party, or give his decision or dismiss the proceedings without proceeding to a hearing. [R 37(4) and HMD Circular 5.2]
