You will not be able to apply Singapore PR for your spouse or children if they do not have a valid passport or a passport with validity of at least 6 months at the point of application.

Do note that it is a pre-requisite to have a travel document with at least 6 months validity at the point of submission of the application. Otherwise, the application will be rejected.
