What is the Right of Entry (ROE) and who is eligible to apply for ROE?

A Singapore citizen below the age of 21, who is also holding a foreign passport, may apply for a Right of Entry (ROE). This ROE facilitates the citizen's immigration clearance using the foreign passport when entering or leaving Singapore through the Singapore immigration checkpoints.
