You can only submit an appeal if your previous application was rejected within the last 12 months. The sponsor of the rejected application must submit the appeal using Singpass. If there was no sponsor, the main applicant must submit the appeal. If the original application was submitted without Singpass, you must submit the appeal using the same email address.
