Can I apply for Singapore citizenship if I was granted PR under the sponsorship of my spouse?

If you are gainfully employed and have satisfied the residential requirement, you can apply for Singapore citizenship on your own merits. Otherwise, you can apply for citizenship under your spouse's sponsorship provided your spouse is a Singapore citizen or is applying for Singapore citizenship.
