Unique Identification Number (UIN) is issued by Immigration & Checkpoints Authority (ICA) to Singapore citizens and Singapore permanent residents only.

Foreign Identification Number (FIN) is issued to foreigners with Long-Term immigration passes in Singapore (e.g. Student's Pass, Long-Term Visit Pass, Work Pass, Work Permit etc.) by the ICA or the Ministry of Manpower (MOM).
