Every newborn in Singapore is automatically issued with a Special Pass at birth, valid for 42 days from birth. If you are unable to obtain a travel document for your child within the stipulated timeframe, please report to ICA at least 7 working days prior to the 42nd day of your child's birth for the renewal of your child's Special Pass at the following offices during office hours:

a) ICA Services Centre, Level 3 or submit the extension of stay form at least 7 days before the expiry of your child’s current Special Pass (if you are a Visit Pass holder or a Permanent Resident of Singapore); or
b) Ministry of Manpower Services Centre, 1500 Bendemeer Road, Hall B - by appointment only (if you hold a valid work pass with dependant privileges).

Please bring along the following documents before calling at either of the above-mentioned offices:

a) Both parents' travel documents and Identification Cards (for Permanent Residents) or work passes (for existing Work Pass holders);

b) Parents' marriage certificate;

c) Child's Birth Certificate;

d) Advisory Note issued at birth; and

e) Letter of acknowledgement from your Embassy or High Commission in Singapore indicating that you have submitted an application for a travel document for your child.
