Why has my original shipper's seal been replaced with a green seal bearing "Singapore Customs"?

The original shipper's seal was broken by ICA officer at the checkpoint for inspection of the container and its contents.

After inspection of a container, ICA reseals it with a Customs green seal to safeguard the integrity of the container. Every Customs green seal carries a serial number.
