Why must I pay a fee for a new card when a new economy joins the ABTC scheme?

Any changes to the information on the card issued will be treated as a new application, as the application will be subjected to another round of clearance by the participating economies, including the newly-joined one.

If you have not been pre-cleared by the economy concerned (i.e. your card does not bear the name of that foreign economy), your entry to that economy will be subjected to their prevailing requirements, which may include the application for an entry visa. You will also not be able to use the ABTC facilities provided by that economy when you travel there.
