What is healthcare cluster?
Singapore's healthcare system is organised into three healthcare clusters: the National University Health System (NUHS), National Healthcare Group (NHG Health) and SingHealth (SHS). These clusters, also known as Regional Health Managers (RHMs), are responsible for overseeing the healthcare needs of residents living within their designated geographical regions.

Each healthcare cluster will care for approximately 1.5 million residents and work with family doctors and other partners in the region to reach out to as many residents as possible. They will coordinate the efforts of various partners, guide the development of referral pathways, review the needs and health outcomes of residents and encourage stronger relationships across partners to serve residents better.
From July 2025, residents will hear more communications from the healthcare clusters, including reminders to complete their Health Plans and attend annual Health Plan check-ins. The healthcare clusters may contact them through letters, digital platforms (including email, SMS, WhatsApp, and cluster mobile apps), or phone calls.
