What are the requirements for installation of CCTVs?
The number of cameras needed for each preschool depends on its size and layout. Preschools have the flexibility to decide on the type of CCTV system that is best suited to meet their operational needs, budget and ECDA’s requirements. Preschools should consult a CCTV system provider for advice on the number of CCTVs required and the installation plans.
The requirements for CCTVs in preschools are as follows:
a) CCTV cameras must be placed in areas used by children:
- Entrance/ Exits to the preschool premises
- Corridors and walkways used by children
- Teaching and learning areas (e.g. classrooms, activity rooms)
- Common dining areas
- Indoor/ outdoor play areas that are within the preschool’s premises
- Infants’ napping room (additional requirement for Class A licence)
b) Cameras must not be placed in toilets, changing rooms and staff rest area to ensure children and staff’s privacy.
c) For security purposes, cameras at all entry and exit points (including emergency exits) must capture and record real time footage during and after operational hours.
d) Cameras within the premises must capture and record real time footage during the preschool’s operational hours.
e) Cameras must be able to capture and record maximum coverage of the area, with clear images that allow identification of individuals in the footage.
f) Cameras must capture and record at least 30 days of footage. (Audio is not required)
g) The date and timestamp on every camera must be set correctly, as it will show the exact day and time of an incident.
h) The CCTV system and its cameras must be maintained and be in good working condition.
i) Where requested by ECDA and other public agencies, actual recorded CCTV footage must be provided to support investigation of incidents. Actions will be taken against the licensee and/or any individual if such footage is false, tampered, destroyed or unavailable due to failure to turn on or maintain the CCTV cameras.
j) Preschools must comply with the requirements under the Personal Data Protection Act (PDPA) on the collection, use, disclosure and usage of individuals' personal data.
