My customer will buy some goods from overseas and wants to put them in a bonded warehouse and then sell them to other countries. Do they still need to apply for import and export licenses?

Traders must obtain the relevant Customs import/export permits before importing/exporting goods into/from Singapore.

When goods are moved from a FTZ or entry point into a Customs licensed premises (such as zero-GST warehouses or licensed warehouses), duty and/or GST will be suspended as long as the goods are stored in the licensed premises

Please do check if the goods you intend to import/export are controlled goods or goods subject to restrictions by Competent Authorities in Singapore. Controlled goods require proper authorisation (advance notification, licence or certificate approval) from Competent Authorities before they may be imported into Singapore.

You may search using the description of the goods, Harmonized System (HS) code or CA product code via the HS/CA Product Code Search Engine. If a product is controlled, the “Import”, “Export” and “Transhipment” columns of the search results will indicate the Competent Authority controlling the product. You may click on the Competent Authority’s acronym to access its contact information.

Please check directly with the respective Competent Authority on their licensing requirements.
