We would like to arrange the delivery of a medical device from Malaysia to Singapore. What certifications or similar documents are required for the import clearance procedure?
Goods imported are subject to payment of Goods and Services Tax (GST) and/or duty. GST relief is granted on goods imported by post or air, excluding dutiable goods, with a total Cost, Insurance and Freight (CIF) value not exceeding S$400. Please note that GST relief is not granted for goods imported by other transport modes, e.g. sea freight and land, unless specified.
Please do check if the goods you intend to import are controlled goods or goods subject to restrictions by Competent Authorities in Singapore. Controlled goods require proper authorisation (advance notification, licence or certificate approval) from Competent Authorities before they may be imported into Singapore.
You may search using the description of the goods, Harmonized System (HS) code or CA product code via the HS/CA Product Code Search Engine. If a product is controlled, the “Import”, “Export” and “Transhipment” columns of the search results will indicate the Competent Authority controlling the product. You may click on the Competent Authority’s acronym to access its contact information. Please check directly with the respective CAs on their licensing requirements.
You are required to produce the customs permit and supporting documents such as invoice, packing list and Bill of Lading/Air Waybill to the checkpoint officers for cargo clearance. Please see Quick Guide for Importers / How to Import Your Goods? for more information.
