Is endorsement required for an outward transhipment permit?

Please be advised that endorsement of permits will be required only when there is a permit condition that states so. An example of this is the A3 condition, "The goods must be produced together with this permit, invoices, BL/AWB, etc. for customs clearance/endorsement at an airport customs checkpoint or a designated customs office or station as instructed".
