Is Customs permit required for the importation and exportation for rough diamonds into or from Singapore?

Please be informed that the importation, exportation and transhipment of all goods from Singapore should be covered by a relevant Customs permit obtained via TradeNet.
 
The importation and exportation of rough diamonds into and from Singapore is subject to control by Singapore Customs under the Kimberley Process Certification Scheme (KPCS). In order to import and/or export rough diamonds, you are required to obtain a Kimberley Process Licence (KPL) with Singapore Customs. A Singapore Kimberley Process Certificate (KPC) is also required for the exportation of rough diamonds from Singapore.
