I want to import a consignment via sea and discharge it at Keppel Free Trade Zone (FTZ). What type of permit should I apply? The consignment will be re-exported immediately and contains dutiable liquour and tobacco products.
If the goods are not brought into the FTZ "through" Bill of Lading or "through" Air WayBill, and are to be temporarily storaged, pending re-exported from the FTZ within the 30-day period, you need to obtain an In-Non-Payment (INP) permit with declaration type "Re-Export (REX)" to cover the movement of the liquor and tobacco products for re-export.
To determine whether your goods' movements are considered as transhipment, please refer to here on Quick Guide for Transhipping Goods for more information on the various transhipment scenarios and permit requirements. You may also refer to Customs Circular 01/2020 on the storage of liquor and tobacco products in the FTZs. The same permit also applies to non-dutiable goods.
