A shipment of liquors imported via Keppel Free Trade Zone (FTZ) will be moved to Changi FTZ for re-export by air. Which permit should I apply?
If the goods are not considered as transhipment and are to be re-exported from Keppel Free Trade Zone (FTZ) within the 30-day period, you need to obtain an In-Non-Payment (INP) permit with declaration type "Re-Export (REX)". The INP-REX permit can only be obtained when the outward transport details are known at the time of application and when the goods are not controlled for export by any Competent Authority (CA).
As there is movement of goods from Keppel FTZ to Changi FTZ, the "Place of Release" and "Place of Receipt" fields have to be declared as "KZ" and "CZ" respectively. The "Place of Storage" field must be left blank and all transport details have to filled.
To determine whether your goods' movements are considered as transhipment, please refer to here on Quick Guide for Transhipping Goods for more information on the various transhipment scenarios and permit requirements. You may also refer to Customs Circular No. 01/2020 on the storage of liquors and tobacco products in the FTZs.
