Can I start my A/A works immediately after taking vacant possession of the property?
No addition and alteration works are to be undertaken without the prior written approval of the SLA and the relevant authorities.
You are required to submit your detailed plans/ drawings to SLA for endorsement as the landlord before submitting to the Development Control Group (DCG), URA for formal temporary planning permission and to other relevant competent authorities for approval before commencement of works.
The process is indicated below:
Step 1 - You will be required to appoint a Qualified Person (QP) i.e. normally either an architect or engineer, who will assist you in your submissions to URA and the relevant competent authorities. The QP will prepare and submit plans/ drawings to SLA for endorsement for the QP's onward submission to URA.
Step 2 - SLA endorses plans/ drawings as Landlord's representative and retains 1 set of the plans for record purpose. A plan endorsement fee is payable.
Step 3 - QP submits the endorsed plans/ drawings to the DCG, URA for formal temporary planning permission as well as to any other relevant competent authorities for approval.
The QP will also advise you on the other necessary submissions and applications of licences to the relevant competent authorities, eg. Building and Construction Authority (BCA), National Parks Board (NParks), Singapore Civil Defence Force (SCDF), Land Transport Authority (LTA), etc. Your licensed plumber and electrical worker will also help you seek clearances on utilities matters and opening of accounts with Singapore Power (SP) and Public Utilities Board (PUB)

Any unauthorised works or use prior to obtaining permission will be subject to enforcement action and civil penalties, where appropriate. However, you may inspect the property, take measurements, prepare A&A plans on the property for submission to SLA for endorsement after award but prior to taking possession of the property.
