Why does Parking.sg ask me to "Refresh App"? Is it safe?

Will I be charged twice if I accidentally use Parking.sg at an HDB car park that also accepts Parking@HDB? Currently there are 2 parking apps on market- Parking@HDB (for HDB EPS parking only) and Parking.Sg (for all other types of public parking).
