Why does the MRS registration requirement only apply to classes with 10 or more students?
The threshold of 10 individuals is broadly aligned with how a “school” is defined under other legislation, providing a clear and consistent basis for determining which providers should be registered as a Muslim Religious School.
For asatizah who provide Islamic instruction to less than 10 individuals, MUIS may take appropriate action where there are concerns about the Islamic instruction provided. Nonetheless, while it is not mandatory, individuals and organisations with class sizes of less than 10 are encouraged to register.
